In ordinary talk, “Great Filter” is a Fermi-paradox idea: something that stops civilizations before they fill the sky. IPG **locates** that something. It is not an asteroid, not a rogue superintelligence story as first cause, not climate alone. §I already said the Filter is akrasia at scale. Thesis I answers: *what do we measure?* The answer is the **capability–formation gap**. Close the gap (formation keeps pace) and passage remains possible. Let capability runaway and formation lag, and the Filter closes from inside.

### Identity layer vs capability layer

Earlier tools mostly expanded what humans could **do**. AI trains and answers at the layer of **who I am, what I mean, what I will pay**. That is why Honeyed Lips, Echo Dampener, and Call-stage restraint matter as civilizational tech — they sit on the identity pipe.

### Sanitized elixir as failure mode

Recursive fidelity (A2.6) is the positive form: scar passes forward intact. Thesis I’s negative form is the sanitized elixir — formation language without cost, Codex without wound, silicon that “helps” by removing the friction the scar was carrying.
